Enriched variant of Country Profiles: instead of crossing only compliance (e-invoicing + DST/digital VAT), this index adds a 3rd axis — the maturity of the underlying IT infrastructure (GIR tracker, 6 dimensions). A country can show high regulatory compliance sitting on fragile infrastructure — that's precisely the gap this 3rd axis makes visible, which neither source tracker shows on its own.
